William Carter’s responsibilities include providing leadership in developing programs, organizational structure, and financial management of the corporation.
Prior to INCREASE CDC, he was a Partner in MarkeTrends One, a startup business in Columbus, Ohio where he served as its Vice President of Operations and Business Development. Carter has held various management positions at companies such as SBC Ameritech and Shindana Toys.
Carter is actively involved in his community and currently serves on the boards of Ohio CDC, Microenterprise Organization of Ohio, the North East Area Commission, and First Tee while serving at his church in various capacities. He is married to Deborah Carter and has six children and 23 grandchildren to date.
Deonna Barnett, Marketing Manager

Deonna Barnett joined INCREASE CDC in September 2008 introducing email campaigns and networking opportunities through the INCREASE Community Business Network. She manages events, promotions, website content and print communications as well as assists the Executive Director with various tasks.
Barnett is a recent graduate from the Fisher College of Business at The Ohio State University. She received her Bachelors of Science in Business Administration with a focus on marketing. At the Fisher College, she contributed to the development of the first business magazine on campus by assuming the role of Chief Financial Officer in its first year and staff writer in its second.
Mrs. Barnett is a wife, mother, musician and an advocate for entrepreneurship.
Chris Babbs, Project Manager

Chris Babbs joined INCREASE CDC in June 2007. He assumed the role as Project Manager with a focus on the Individual Development Account (IDA) Program. He is responsible for recruiting, processing and maintaining the files of new clients who are interested in pursuing federal grant assistance to help with attaining further education, starting a business or purchasing a home.
Babbs brings a wealth of administrative skills, office support, and technology skills to the organization. He received his Bachelor of Arts in Business Administration from the University of Illinois in 1988 while serving in the United States Air Force. His previous employment includes positions with the state of Ohio and other government agencies.
In his spare time, Babbs enjoys working in the community with various adult and youth sports leagues. He has officiated High School Basketball for 18 years and also volunteers in the homeless ministry at his church. Babbs is a father of five girls and husband to lovely wife Trayvon.
